The Toronto Blue Jays continue to take advantage of their extra international bonus pool money; on Tuesday they signed right-handed Jarlin Ugarte to a minor league deal.

Little is known about Ugarte, who as an international signing, was undrafted prior to his deal with the Blue Jays.
He first an ongoing trend with the Blue Jays, who are using much of their international pool money, on inexpensive, low-risk pitchers from the Caribbean and Latin American areas.
Ugarte is an imposing figure, standing 6'4 and weighing roughly 220 pounds. A pitcher of that stature tends to rely on power and strength and a fastball is more than likely his primary pitch.
Unlike other recent IFA signings, it doesn't appear that Ugarte was assigned to the Dominican Summer League Blue Jays. It is currently unknown where the Blue Jays have brought him to, though the Florida complex seems a likely destination.
There is a chance that Ugarte never makes the major leagues. International signings are often very hit-or-miss and every Guerrero Jr., there are hundreds of others who never see a major league stadium.
Who knows what kind of player Ugarte will turn into, but as someone who costs the Blue Jays as little as 10K, its an investment that is worth the risk, especially in Ugarte becomes an above average major leaguer.
Why are players like this important? Well for starters, a team can never have to much pitching, and players like Ugarte are as much as litmus test for the Blue Jays pitching development department as they are legitimate prospects.
We may never see Ugarte in a Blue Jays uniform - the chances are slim - but only time will tell.
